Record of Vote

The Special Meeting was called to order at 7:00 pm by Chairman Bob Dunn.

Present: Bob Dunn, John Flower, Mary Ellen Garbarino, Missy Garvin, Nigel Logan, Glynn McAraw, Don Bugbee (Secretary)    Absent: Tim Gavin

Guests: Bonnie Reemsnyder (First Selectwoman), Richard Smith (Rogers Lake Authority), Candace Fuchs (Lyme, Old Lyme Rowing Association), Fred McCullough, Carol Carlson

All Guests left the meeting prior to the below motion.

A motion was made by Glynn McAraw, seconded by Mary Ellen Garbarino, to require the Boathouse/Hains Park Improvement Committee (BHPIC) to provide a cost benefit analysis to the Parks and Recreation Commission. Reference Old Lyme Town Ordinance / Chapter 20 Boards, Committees and Commissions / Article IV. Parks and Recreation Commission / Paragraph 20-8. Duties which states “The responsibility for the management, control and development of the Town’s recreational facilities and expenditures made in connection therewith is vested in a Parks and Recreation Commission.”

The cost benefit analysis is of conceptual construction options 2a, 2b, 3a, 3b and any other options to be considered that are listed on Attachment 1 (Potential Construction Options, dated March 26, 2015).

A vote was taken. In favor were Bob Dunn, John Flower, Mary Ellen Garbarino, Missy Garvin, Nigel Logan, Glynn McAraw. The motion passed unanimously 6-0.
